While inter-operability is for machines, co-operability designates the ability of professionals to cooperate. The relevant clinical information should be available in the relevant place at the appropriate time, with the appropriate degree of reliability.
Co-operability implies involving clinical societies to define common clinical data dictionaries, workflow for several health issues, useful data elements, internal structure of clinical documents.
